San Joaquin County initially proclaimed an emergency for drought on April 27, 2021. With California experiencing a second consecutive dry winter, California Governor Gavin Newsom announced on April 21, 2021, several actions related to drought preparedness. Additional drought emergency proclamations were issued May 10, 2021 and July 8, 2021, which included San Joaquin County.
